I'm wondering, why not fund the development of Free Software that would do
this on the host CPU?

I've been working with P25 (IMBE) now and have a small project coming along
(just got the RS decoder working).  We were able to take the open source IMBE
codec from the op25 project and get encode and decode of the voice streams
working.  We're even looking at taking the Yaesu fusion wide format and
repacking the IMBE data (all 11 bytes) as a v.24 frame and sending it to a
Motorola base station.

Now none of this really helps going from IMBE to AMBE, but the same idea could
work here between the various over the air formats, no?
