[App_rpt] Interface questions

I used to have about 12 Zhone channel banks. After installing the first 
couple of them and having
the first one be FLAKY and the second one literally go up in smoke, I took 
the while pile of them
and put them in the dumpster.

I can tell you, however, that if you happen to get your Zhone channel bank 
working reliably, it
does support groudstart properly as I remember.
