[App_rpt] Setup the iaxrpt software radio base station

Will,

Reload extensions will not work, as you need to have Asterisk reload iax.conf 
as well. In other words, you need to restart Asterisk.

Your setup is identical to mine. I just rechecked my system to see if I could 
connect with iaxrpt, and it connects just fine.
