Does app_rpt  provide a way to link multiple radio systems or GSM phone together using Voice Over IP?
  If not how I can take GSM phone and use it as an Asterisk Endpoint?
  (Interfacing asterisk to a GSM cell phone)
  Do you have an idea how I must proceed to achieve this goal?
  And what do you think about Miax(mobile iax)?

App_rpt is meant for two way radio applications. Interfacing to a GSM cell 
phone is a completely different problem which app_rpt does not even begin to 
address.
