[App_rpt] Node 2091 status

node 2091 will be offline for a few days while we make some site upgrades.

We just came up with a design to allow us to switch between the backup
NHRC-2 controller and app_rpt via a control link. If the PC craps out
1 dtmf command and we are back on the backup controller.

Just moved tower sites. Same above ground height. Much larger coax
1-1/2" vs 7/8".
