[App_rpt] stats.allstarlink.org is back

As most of you already know, the stats.allstarlink.org site has been down for about 2
days, because the hoster it was on just shut it off claiming that we were using too much
CPU.

after much irritation with the hoster that it was on, we decided to move it to another
host (thanks to dave, KE6UPI).

Did anyone say that I HATE PHP!!!

After 2 days of much frustration, its back and working again.
