[App_rpt-users] Update on Allstarlink server status

The server went down due to I/O errors on the disk partition. I was able
to restart it with the help of the hosting service. It is back up, but
the the hosting service will be running some stresstesting to determine
if the disk drive needs to be replaced.

The server may be up or down for the next few hours.
