[App_rpt-users] Busy Lockout on simplex node

This is by design. To do otherwise violates the rules here 
in the US, although I am curious as to why you want to
do this? 

You also might try duplex=0 and linktolink=yes in rpt.conf. For more info on duplex modes, look here:
