[App_rpt-users] dl.allstarlink moved to a different server.

I had to move dl.allstarlink.org to a different webserver due to heavy
Drupal traffic on the main webserver.  Connections were getting reset
due to low memory on the main server.

Hopefully there will be no problems with file downloads, but without
going live you never know for sure.
