The registration server updates the master node list when a nodes IP address changes. As long as node's IP addresses
stay the same during the transition, the node will be able connect to other nodes and receive connections from other
nodes. The problem is most users have dynamic IP's which change regularly. Without the registration server to keep the
list updated, these users will be unable to connect to other nodes or receive connections from other nodes once their IP
address changes.
Everyone now is depending on a local copy of a list of nodes and IP addresses which was last updated around 3:45PM PST
on 8/13.
