Did you try the transmit audio adjustment shown here?

Basically you have the controller send a 1 Khz tone and adjust your tx for 3 Khz dev. The document is incorrect however... the command in default configurations is *989 (not *99). And use *989 to turn the tone off (not #)... it's a toggle
