[App_rpt-users] Connect announcements

Nope, it only disables the IRLP announcements, the asterisk announce messages still happen.  That's a seperate variable you have to set.

Looking in my config, I have the following set on my chan_irlp node:

telemdefault=0
telemdynamic=0
