[App_rpt-users] Telemetry bug?.. in morse section too. restart fixes

Did not fix it. I always do a full restart.

are you just doing an rpt reload?

I found the morse section was doing the same thing, 
until I stopped and restarted asterisk. The morse
section was being ignored until a full restart.
