[App_rpt-users] Completing install w/o URI in place

I just want to ensure that my friend's install can finish w/o the hardware being plugged in.
He aborted it before entering the node information, so we'll have to run the "phase2.sh" script again, etc to get it on the network where I can get to it remotely.
It's been a few years since I did a clean install...
