[App_rpt-users] RTCM now supports CTCSS encode in "offline (failover) mode"

The RTCM firmware now supports encoding of locally-generated CTCSS in "offline"
(failover) mode. 

This was not previously included because of limitation in code space in the microcontroller,
but I managed to "squeeze" it in. I hope I dont have to add much more. There just isnt room.
