[App_rpt-users] Echolink announcements.

I just installed it here. I now have callsigns again, but still can't turn
of the announcements all together.

Yep, there was a problem introduced a while ago. Im surprised no one found
it until now.
The fixed version (app_rpt version 0.280) will be available from SVN after
17:15 PST today.
