[App_rpt-users] Portal configuration custom settings

I'm helping someone with a portal generated node.  We want to change the
node to "Local Telemetry Output on Demand" mode.  Is there a way to make the
change via the portal or can it only be done by editing rpt.conf?  If I edit
rpt.conf will it be overwritten if portal changes are made?
