[App_rpt-users] addng APT-RPT to exiting asterisk server

It's not likely that will happen anytime soon   Allstar's asterisk is enough different that it wouldn't be compatible with the PIAF asterisk.
Your best bet is to run Allstar on a separate machine and use IAX trunking to tie it to your PIAF server.
