[App_rpt-users] Private network

Hi, we're planning to setup an emergency network of voting repeaters and
simplex nodes, some of them will be connected directly using private
wireless network and some of them by internet. Those of them which
connected using wireless have to see each other in absence of internet
connection and must be able to connect to those of them which connected
over internet, when the internet connection is available.

 Would someone please to give step by step instructions of what do i need
to do?
