Air card??? What about point to point wifi ??? Sounds more viable. There are export versions of some commercially available 2.4 ghz devices that run at higher than normal output. As long as you lock them to channels in the amateur bands you're legal. 

That'll work as long as the sites can at least "see" each other. 

Then it's just a matter of designing the network.
