[App_rpt-users] Any RTCM Voter Installations Out There?

There are two halves. 1) the RTCM needs to be connected to the radio and configured. 2) configure app_rpt/chan_voter. You are asking about the second half.
First, you should always update from SVN when setting up a new system and periodically thereafter. The instructions are on the Allstar site in the support section.
Then chan_voter needs to be configured. That happens by adding one file (voter.conf) and modifying one line in rpt.conf.
