I use the following line in rpt.conf for the stream.

outstreamcmd=/bin/sh,-c,/usr/bin/lame --preset cbr 24 --highpass 0.2
-r -m m -s 8 --bitwidth 16 - -  | /usr/bin/ezstream -c
/etc/ezstream.xml

By adding --scale n, where n is a number less than 1 you should be
able to lower the level,  I haven't tried this but it should work.
