[App_rpt-users] Test ULAW File

You can use the localplay command to play the sound file at will...

*CLI> rpt localplay 
Usage: rpt localplay <nodename> <sound_file_base_name>
       Send an Audio File to a node, do not send to other connected nodes (local)
