[App_rpt-users] New RTCM Firmware and Docs

Jim has posted RTCM version 1.26 to svn. It allows a lower minimum TX buffer length of 480 (60ms). We ran the min setting on a 20 mile Ubiquiti hop and it worked fine. http://svn.ohnosec.org/viewvc/projects/allstar/voter/?root=svn
