The ATOM includes intel's Graphics Media Accelerator (GMA).  As such the
majority share of the whole-ATOM's (CPU/GPU/GMA) rated maximum thermal
dissipation includes and is a result of video/graphics processing.  As a
node, typically operating headless or text based console only, the CPU work
load -- by itself -- shouldn't hit total thermal dissipation threshold when
the GMA work load is idle/low.

Not saying ATOM cannot over temp. on CPU side of the chip's silicon, but
with the GMA at or near idle i don't think you need to loose sleep that a
QUALITY mobo+case combination's heatsinking and passive convection cooling
will fail you.

Mount it with due regard to heat-rises chimney effect.  Common sense
placement/awareness -- Don't let the heat blast of a nearby device blow its
hot air at the mobo-case; cooler (intake) air is usually at/near the floor
vs on top of the power amp.; et cetera
