You don't, the RTCM relies on the receivers CTCSS.

I'm using a RTCM for my radio interconnect. I have the encode CTCSS encode
working fine. How do I setup the CTCSS decode on the RTCM so I can use Tone
SQ? I have audio coming from the discriminator direct.
