While I can't speak specific to android phones, the iPhone will keep
switching between Cell network and wi-fi. You have no say in the matter
if they are both on. Since the setup is different for each, only one
works per setup but the switching causes delays and will buger up your
connection. There is only one way to keep it from happening.

Best course of action is to "turn on airplane mode" and "then turn wi-fi
on" if you are wanting to use "wi-fi". 

And "turn wi-fi off" if you are only wanting to use "cell network".

It might not be the source of your problem, but it sure sounds like it
to me.
