[App_rpt-users] command to disable transmit

Look into cop 2 and 3. In your [functions] you would add something like:

930=cop,3                  ; System disable
931=cop,2                  ; System enable

You might want to disable linking as well with separate cop commands. Or you could use the control states to switch your system between modes. see: http://docs.allstarlink.org/drupal/node/18
