passing DTMF over radio repeaters' transmitters is what's anoying, not only 
to me, but to some number of x listeners who may also be listening on 
frequency, have scanners tuned to the output, HTs in their offices on but at 
a lower volume, sitting on their nightstands, etc.

That's just one reason, i'm thinking, that DTMF is muted.  Our frequencies 
are open to all, we don't know who's listening, and all that implies.  So, 
along with that, keeping control codes somewhat masked (because the number 
of lids hasn't decreased) IS something that should be taken into accout. 
however specious that argument is (yeah, i know, listen on the input...).

Out of band signaling, if you have no other way to pass control sequences 
inband via the *4xxx# capabilities of asterisk machines linked over an IP 
network, can get you what you need; just needs a little 'out of the box' 
thinking.

For instance, i have a 900 machine linked to my core system via a 70 cm 
link.  DTMF doesn't propagate, since Asterisk THINKS the node is co-located 
with the compiter.  i have asterisk running at the remote site, btw.  i just 
use the core-to-remote frequency to control the far instance by writing 
scripts that do what i want, assigning them to a DTMF frequency, and so 
forth.

In-band?  yes.  muted?  yes.  full control?  yes.  blaring DTMF through a 
flamethrowing 900 box with 75-mile diameter range in the NY/Philly corridor? 
no.

Being considerate and a good neighbor, even in ham radio, goes a long way.
