[App_rpt-users] Odd CTCSS behavior on RTCM

tried every setting, and upgraded to 1.46, no dice. I'm going to try
and build a transistor circuit for it and see if that helps
It would be nice if there was a readme file that explained what the
voter-plus.cry file vs voter-smt.cry was, and some updated docs on the
actual rtcm... they are heavily out of date and aren't very detailed.

also a changelog would be nice?
