[App_rpt-users] Looking for a way of creating, modifying, and playing u-law audio files on Win7

I'm looking for a way of creating, modifying, and playing u-law audio files
on Win7. I've found several the web says will work, including Audacity, but
have not been able to get them to work... what am I missing?
