[App_rpt-users] Half duplex Tx override

If COR is active, then it is assumed a user is talking in to your node 
radio to another station remotely. Please explain why it would be 
desirable to cut them off mid-sentence and have the node begin 
transmitting. Why would this be what you wanted to have happen?
