[App_rpt-users] node number not showing up in rpt_extnodes

Puzzled here, anybody ever see this.

There is a node that shows up in the list of active node, shows proper 
connections to it but does not show up in the rpt_extnodes file. Forced 
download twice about ten minutes apart and not there. I understand that 
not sending active "I'm here" messages can do that. But he shows up 
listed in active nodes.
