[App_rpt-users] Silencing connected node connection announcements

In my opinion the best was to set it up is

holdofftelem=1
telemdefault=2

This is the default on the BBB and RPi2. What this says is don't send telemetry over top of voice and only send telemetry you initiate and then mute all other telemetry after about 30 seconds. So if you or anyone at your node does a connect or disconnect you will hear it but you will not hear telemetry messages from other nodes after the mute time.
