[App_rpt-users] Disable RX

RPI2 with DIAL two nodes one server, both running USBradio.

I run two PLs on the repeater in question. I ended up just disabling one of
those PL while I tested. It works fine, it would be nice to have an actual
function for it, but shutting off the input PL works.
