A few years ago I went on this quest. Yes, you could disable the timeout timers with cop commands.
I started working on a script that downloaded the News line file, then cut it up into 2:45 segments (with mp3split). Then it checked to see how many segments it had, and built a playlist, with a "You're listening to News line on W3SBA" file after every third or fourth segment. Then another script to play it with opening/closing announcements.
Got it work, just not as clean as I wanted. Segment breaks in the middle of sentences, that sort of thing.
While working on this, I had News line running on air by connecting to the *NEWSLINE* Echolink conference. After some time I found that nobody was listening to it so I dropped it.
The *ECHOLINK* conference gives it to you in suitable segments. You just have to live with the Echolink audio.
