[App_rpt-users] Echolink call announce

The only way to do this (and I have on my system) is to modify a line in app_rpt.c and recompile. You'll want to be careful with doing this, but there's only one instance of the thing to change. Just search for say_phonetic_str and change it to say_character_str and save. Then recompile and be sure your new app_pt.so gets into the right place.
