[App_rpt-users] Stuck Tx on System

Ya this is running on solid state x86 PC. I dug around the list a little and I'll have to do a rpt dump and see what's hanging it up, app-rpt or app-voter

I had this happen twice while I was in the asterisk console using voter display, maybe voter display has a bug that causes this, not sure.
