I think your best 4 choices are:

1-Install gsm codec in win machine
2-Install and use lame to convert the files.
3-Change the source code.

I would note that VLC is capable of playing a .gsm file along with most anything
ever used by telephony so all you need to do is make it the default program to play
them back in windows and/or install VLC if not already installed.
