[App_rpt-users] Latest WX Weather report for DIAL

i'm pretty sure they were not even aware that some microscopic number (relative to the number of daily users of their site) of amateur radio repeaters were extracting the info from their site.

So, as you say, decisions were made at some level, pushed out from DC, and everyone clapped each other on the back for a job well done.
