[App_rpt-users] Block unwanted node

that hasn't worked well and also requires a "rpt reload" each time.  this
allows (on the fly) ban/unban  each time rc.updatenodelist updates the
rpt_extnodes-temp file they are removed or unbanned (not removed)  I also
just built a php page to edit the ban list via web page and will be posting
that along with the script and the directions for proper use.
