[App_rpt-users] RTCM Inbound (Eth Rx) packet out of bounds

Following Bryan's directions I've changed my RTCM and it's switch port to
10Mb full duplex. There were TX collisions and other errors on the RTCM
switch port before the change.
The server was auto set to 100Mb full and is running error free.
