[App_rpt-users] Allmon2 - Monitor VS Local Monitor

Local monitor means only the local node (you) hears the monitored node. Any
other nodes connected to you will not hear the monitored node.
A little known feature of monitor (both local and regular) is ducking. That
is, talking locally lowers the audio of monitored nodes. The rpt.conf
setting is
linkmongain = -22 ; Duck links in monitor, unit is db
