[App_rpt-users] Add SkyWarn Function to AllStar

Sorry to ask, but that kind of stuff is pretty interresting, we do have
some kind of weather system in Canada. And this would came Handy, do you
think it would be possible to adapt to our system. They are pretty close to
the USA one.
