[App_rpt-users] Reliability / Network Stability

WoW, who took over knology in this area.

No issues, have been reported, although trying to actually talk to
someone who works in their local NOC, is like pulling teeth.

Their has been some issues with DNS, have no lead at to why, so I
replaced the URL strings with IPs in the iax.conf.
