[App_rpt-users] Temporary stop, then restart asterisk

No. It will be off for several minutes, but I want it to stop when commanded, and start on command. We are conducting an exercise. I don't know the version, and logging into the node does not say. We've been operating, pretty much since the introduction of app_rpt on the RPi
