[App_rpt-users] P25 linking on a Quantar with Allstarlink for analog

I'm releasing this now, it's been working reliability in my home for the last
week.

This is a set of programing and a guide on how to setup the basic allstar
config.  Using Kevin's interface board I'm able to fail back to in cabinet
repeat if the RPI should die.  In controller mode it will lock to analog or
digital after an initial 10 seconds of received audio.
