[App_rpt-users] Adding public node setup to private node

Got it, forgot to update port for private node on hub. I changed it back to 4569 to make registering on Allstar simpler. Forgot to update it in rpt.conf on hub. All good now working perfectly. Silly mistake thanks Tim.
