[App_rpt-users] Stretch image install not working

I downloaded the newest Pi Stretch img from the repository, and wrote it to
a 4Gig micro-SD card. I logged in as repeater, and changed the password as
directed.
I followed directions in the readme file. It boots fine, but fails to get
updates with apt_get. There are 3 errors:
1] chmod 0700 of directory /var/lib/apt/lists/partial failed -
SetupAPTPartialDirectory ( 1: Operation not permitted )
2] Could not open lock file /var/lib/apt/lists/lock - open (13: permission
denied )
3] Unable to lock directory /var/lib/apt/lists 
Also, after an " asterisk -r ", I get the version number, but asterisk does
not start. The error is: Unable to connect to remote asterisk ( does
/var/run/asterisk.ctl exist?) The file does exist, bit is 0 bytes.
