[App_rpt-users] WinSCP root login fail

After setting PermitRootLogin to yes, and re-booting, I can login via the
local keyboard, but WinSCP responds with ' access denied '. 
The  ' Authentication stanza ' in sshd_config is:
#LoginGraceTime 2m
#PermitRootLogin yes
#StrictModes yes
#MaxAuthTries 6
#MaxSessions 10
I do see the SSH service running when I do a service --status-all
If I try to install OpenSSH, it responds with ' client is already newest
version
